But to be fair, this pandemic is something which no government anticipated and prepared for. There has been no previous reliable playbook which government could consult. Thus for most governments, it was "learn as you go" and "trial and error" during the early part of the pandemic.
I would not be too harsh in judging this administration. It was doing its best under the circumstances. However, if I were to fault the administration, it will be in its much delayed decision ...

THE Cebu City Government has reduced the number of operational barangay isolation centers (BICs) due to the low number of coronavirus disease 2019 (Covid-19) cases.
At the New Normal Oasis for Adaptation and a Home (Noah) Complex, only two blocks are being used since only a few Covid patients are confined there.
City Councilor Joel Garganera, Emergency Operations Center (EOC) deputy chief implementer, said only three BICs, which have a 380-bed capacity, are in use, but it did not name which ones.

AN OFFICIAL from the Department of Interior and Local Government-Davao Region (DILG-Davao) said the guidelines for stricter screening measures for travelers passing the region's checkpoints are expected to be issued this week.
DILG-Davao Director Alex Roldan told SunStar Davao that the Regional Interagency Task Force (RIATF) Against Covid-19 is currently finalizing the resolution that will provide the specific requirements for travelers coming from outside the region.

THE Department of Health (DOH) on Sunday, May 2, 2021, reported 8,346 new cases of coronavirus disease 2019 (Covid-19), keeping the daily tally below 10,000 for two straight weeks.
The new infections brought the cumulative Covid-19 count in the country to 1,054,983. Of these, 71,472 or 6.8 percent were active cases.
The number of recoveries based on DOH's time-based tagging strategy was higher than the new cases at 9,072, which increased the total to 966,080, or 91.6 percent of the cumulative case count.
