Nasilip ng Commission on Audit (COA) na nag- overspend ang Department of Tourism (DOT) ng P2.6 million para sa hotel accommodations nito noong 2022.

Sa annual audit report (AAR) ng COA, inirekumenda ng komisyon na i-refund ng DOT ang excessive costs na ginamit ng mga opisyal at empleyado at mahigpit na sumunod sa Executive Order No. 77 kapag naghahanda na ng Budget Estimate o Terms of Reference para sa kontrata ng mga programa at aktibidad ng mga ito upang maiwasan ang sobrang gastos para sa "hotel accommodations at meals."

Tinukoy ng COA ang Section 5 ng Executive Order No. 77 na nagsasaad na "the maximum allowable Daily Travel Expenses (DTE) to government personnel. These include local travel, hotel accommodation or lodging, meals, and incidental expenses including the cost for local or inland transportation."

Tinuran pa ng COA na nang rebisahin nito ang 10 sample contracts mula sa Office of the Secretary (OSEC) ng DOT para sa panahon mula Enero 1 hanggang Agosto 31, 2022, natuklasan nito na ang rates na nakasaad sa Budget Estimate ng 8 kontrata ay sobra-sobra sa halaga na ipinag-utos sa ilalim ng EO No. 77 na P1,547,913.80.

"It was concluded that the DOT OSEC's procurement of hotel accommodation/lodging was not in compliance in all material respects with the provisions of Section 5 of E.O. No. 77," ayon sa ulat.

"Similar observations were noted in the Cordillera Administrative Region and Regions III and IX," ayon pa rin sa COA.

Sinabi ng COA na ang maximum amount na pinapayagan per audit para sa OSEC ay P539,000, subalit ang actual expenses na ginawa ng OSEC ay P962,679.

Ang pinayagan halaga para sa CAR ay P267,300, subalit ang ginastos ng rehiyon ay P560,630. Ang Region III ay pinayagan sa P1,267,500, subalit gumastos ito ng P2,159,450, habang ang Region IX ay pinayagan sa P608,450 subalit gumastos ng P1,610,769.60.

"All in all, the DOT overspent P2,611,278.60 for hotel accommodations and lodging," ayon sa COA.
