Ang brutal na pagpatay sa Golden Retriever na si Killua ay dapat umanong magsilbing wake-up call sa Kongreso upang magpasa ng batas na makapagbibigay ng proteksyon sa mga hayop, ayon kay National Unity Party president at Camarines Sur Rep. LRay Villafuerte.
Ayon kay Villafuerte ang ginawang pagpatay kay Killua, na nag-viral sa social media ay nagpapataas sa kamalayan ng mga Pilipino kaugnay ng kapakanan ng mga hayop na dapat umanong tapatan ng angkop na batas.
"We are hoping that Killua's senseless death in the hands of its owners' neighbor would be a wake-up call for the members of both the House of Representatives and the Senate to act on proposed amendatory laws meant to tone up the 26-year-old Animal Welfare Act by establishing a better system of state supervision and regulation for dealing with animals; enhancing public awareness of responsible pet ownership through education and information dissemination; and strengthening interagency, multi-sectoral and local-government cooperation for promoting good animal welfare," sabi ni Villafuerte.
Inihain ni Villafuerte ang House Bill 6059 na naglalayong itaas ang parusa laban sa animal cruelty, magtayo ng Bureau sa ilalim ng Department of Agriculture para mapangalagaan ang mga hayop, at mag-deputize ng mga animal welfare enforcement officer na bibigyan ng kapangyarihan na kunin ang mga minamaltratong hayop o iligal na ibinebenta.
Ang HB 6059, na nakabinbin sa House Committee on Agriculture and Food, ay naglalayong amyendahan ang Animal Welfare Act of 1998 na inamyendahan ng RA 10631.
Umaasa si Villafuerte na mabibigyang pansin ng Kamara at Senado ang panukala sa matapos ang Lenten break ng Kongreso.
