Tinambakan ng reklamo sa Office of the Ombudsman ng mga estudyante mula sa Mindanao si Commission on Higher Education (CHED) Chairman Prospero De Vera III.
May kaugnayan ito sa anilay hindi pagbibigay ng CHED ng kanilang 20-thousand Pesos na living allowance kada semestre mula School Year 2021-2022, 2022-2023 at 2023-2024.
Partikular na dumulog sa Ombudsman ang mga estudyante mula sa Goldenstate College Koronadal City, Inc., at Marvelous College of Technology Inc.
Kabilang sa mga reklamong inihain laban kay De Vera ang Negligence of Duties and Responsibilities as Public Official, Ease of Doing Business Violation (RA 11032), Grave Abuse of Power and Authority Amounting to Unfair and Oppressive Actions, Moral Injury Caused to Hopeful Students and Educational Institutions at Non-Payment of Living Allowances for Grantees/Student Scholars.
Ayon sa mga estudyante, malinaw na nilabag ni De Vera ang Republic Act 10931.
Ito ay isang batas para sa pagpo-promote ng universal access to quality tertiary education sa pamamagitan ng pagbibigay ng libreng matrikula at iba pang mga school fees sa state universities and colleges, local universities and colleges at state-run technical-vocational institutions.
Una na ring pina-audit ni Northern Samar Rep. Paul Daza ang P10.3 bilyong pondo para sa matrikula at allowance ng mga estudyante sa state universities and colleges (SUC) at pribadong Higher Education Institution.
Kasunod ito ng reklamo ng Association of Higher Education Institution (AHEI) sa Region 12 laban sa CHED dahil sa hindi raw pagbabayad ng matrikula ng mga iskolar sa ilalim ng Unified Student Financial Assistance System for Tertiary Education (UniFAST).
